It is the intention of DCC to procure a systems solution through a Software as a Service (SaaS) to modernise HR processes to enable us to deliver contemporary customer service to managers and colleagues is now a critical requirement and the purpose of this process. DCC current systems were implemented in 1997 with our processes being at least 15-20 years out of date. Limited changes have been implemented in subsequent years with DCC consequently developing a significant number of manual workarounds to try to deliver expected customer service and mitigate the risks this brings. However, by doing so, this adds new risks of data control, human error and long service delivery timelines resulting in poor customer service.
The e-Recruitment solution will deliver a strengthened DCC employer brand and modernise the candidate experience. The external labour market is becoming increasingly competitive and compared to others, the current labour/candidate experience places DCC at risk of being unable to attract the skills DCC requires for the future. Other employers against whom DCC compete for trainees, scientists, engineers, procurement specialists and data analysts have user friendly recruitment systems. DCCs systems appear outdated and potentially switch off candidates due to the laborious nature of applying for roles and interaction/communication. The e-recruitment solution will enable alignment of DCC recruitment processes across all business units, as well as enable data analysis to inform the most efficient and effective methods to reach candidates and opportunities for cost savings. To summarise, DCC requires the following modules as part of a SaaS offering:
- Recruitment;
- Learning Management System (LMS);
- Talent and Succession;
- Performance Management Review (PMR).

DCC intend the LMS and Talent systems to complete the colleague lifecycle, helping DCC retain information gained at recruitment stages to nurture information and our colleagues throughout their development lifecycle within DCC.
The LMS system will further improve accreditation and compliance management throughout the organisation. Streamlining LMS processes will help to improve the Talent service further with the potential for removing the requirement for separate e-learning systems.
The PMR process will help DCC to document colleague development and provide key information for succession planning and career development, aligning goals and objectives easily across the organisation.
Implementing an appropriate system to support the recruitment, PMR and LMS processes will provide accurate, timely and informative management information to enable DCC to improve cost efficiency and customer service and create lean, user friendly HR processes.
To summarise, the following are key objectives:
- To have one fully integrated SaaS HCM solution which provides recruitment, LMS, PMR and Talent management functionality as per the HR team requirements;
- Internally trained core HR team (of up to 10 individuals) and on-going training material available for all users across DCC;
- To provide a scalable solution that matches our current requirements but can also grow with DCC into the future;
- To provide a system that will support the changing Water Utilities industry and any legislative changes in HR;
- To enable the business to improve accuracy & efficiency during the recruitment process;
- To provide an attractive and user friendly candidate experience;
- To be able to share information easily and seamlessly with those other systems that are deemed necessary e.g. SAP HR & SharePoint;
- To be able to produce Management Information quickly and effectively when required;
- To provide meaningful and simple to read Management Information to DCC management;
- To deliver a system which complies with the Data Protection Act;
- To provide a more effective and thorough pre-employment checking process;
- To provide a more streamlined and efficient permission to recruit authorisation process;
- To provide a user friendly, easy to use online PMR process with a limited click interface for managers and employees;
- To implement a system that can replicate DCCs already well established PMR process and form replication;
- To build a central repository for talent information across the business;
- To build on the existing knowledge and skills frameworks and use these to develop succession planning and career progression throughout the business;
- To centrally be able to capture and track manager and colleague feedback;
- To enable the HR teams to provide a seamless and streamlined Talent service across the business;
- To provide employees and managers with instant and up to date information relating to their business development, personal development, talent information and objectives;
- To provide the administration teams with a simple limited click user interface to facilitate and further enhance the excellent service they provide to the organisation and its employees;
- Consultancy for implementation is to be based on a fixed and firm price, based on Applicants estimated effort for resource to deliver all projects successfully. Should the resource over run, the Applicant will bear risk for any overrun for delivery of these services.
- To provide managers with an easy to use system to allow them to deliver what they need in the most time efficient and consistent way.
- The Applicant will ensure all services are available 0800 to 1800 (Monday to Friday), excluding Bank Holidays, Weekends and out of these hours. This will include a formal Service Desk / support desk.
