Year of Legends Commission for Cadw.
Led by the Welsh Government's historic environment service, Cadw is inviting bids for the installation of 2 major visual landmarks, inspired by Welsh legends, to be constructed and installed in the Year of Legends through a ‘design and build’ competition.
The artworks will be inspired by our greatest legends, will be innovative and imaginative and bring Wales's heritage to life; they will catch people's imaginations and inspire them to visit Wales and explore its incredible historic sites.
Section III: Legal, economic, financial and technical information
A dual stage procurement process will be used. Stage 1 will be used to provide a shortlist of artists for both commissions. During Stage 2, shortlisted artists will be invited to submit a design proposal along with quotations, a suggested timetable for spend and delivery.
Cadw is seeking Expressions of Interest from artists wishing to apply for either or both commissions. These expressions will take the form of Word document consisting of a small portfolio detailing outlining no more than 4 case studies of recent (in the last 5 years) work undertaken by the artist. The case study should demonstrate the following through images and brief explanatory texts:
- The approach the artist took in creating the artwork.
- The materials used and how installation was achieved.
- How the finished artwork met the clients brief.
- The budget and timescale for the artwork and whether the artwork was completed on time and to the agreed budget.
The following selection criteria will be used to evaluate Stage 1:
1. Demonstrate experience and capability - 40 percent.
2. Demonstrate use of appropriate materials - 40 percent.
3. Demonstrate ability to create artworks suitable for a unsupervised public space - 20 percent.
Section IV: Procedure
Selection criteria - Stage 1.

The eight highest scoring bidders will advance to Stage 2. In the event of a tie, bidders scoring equally will advance to Stage 2.
Award criteria - Stage 2
1. Appropriateness / suitability for the environs of the selected heritage site - 30 percent.
2. A clear demonstration as to how the artwork celebrates the legends of Wales - 50 percent.
3. A description as to how the artwork will be created within budget and within timescales - 20 percent.
Two works will be commissioned. The successful bidder/s will be commissioned to create and install the works, to a maximum budget of 500 000 GBP per work.
Due to the different types of works that could be commissioned, payment will be agreed with the Client post award.

Please note that although the principles of the Restricted Procedure are being followed for this exercise, because this is a design contest for a design and build contract, it is not caught by the requirement to follow OJEU timescales. As such you should note the timescales set out in this Notice.
